The Role of Anhui Provincial Education Department (Education Working Committee of Anhui Provincial Committee of CPC)
(I). To research and design education development strategy of the whole province and the policy and regulations of education work; to supervise and inspect the realization of the party and country’s education policy and regulation by the local government and local education administrative department and institutions of higher learning, secondary professional schools.
(II). To research and design the developing plan and annual plan of the provincial education cause, harmonize, guide and practice the reform of education system and the system of running schools, apply for the school settlements of ordinary institutions of higher learning which can issue Bachelor’s degree, examine and approve the foundation of ordinary institutions of higher learning which can issue associate Bachelor’s degree, institutions of higher learning for adults and secondary professional schools.
(III). To administrate and guide the work of basic education, higher education, vocational and technical education, adults’ education and continuous education of the whole province, plan and administrate running school operated by none-governmental organizations, making nine-year compulsory education universal and eliminating illiteracy among young and middle-aged people, take charge of education supervision and evaluation, plan and practice the course plan, course reform and teaching material compiling for secondary, primary and pre-school education.
(IV). To administrate education tuition of the department, take part in designing the policy on gathering and administrating education tuition and financial administrative system statistic and supervise the gathering and expenditure of education tuition of the whole province. Compile the budget and expenditure of provincial education institutions and companies under the direct leadership of our department, administrate international and domestic education donation and loans according to relative regulations, take charge of the supervision and management of state-owned capital and wealth of provincial institutions of higher learning and secondary professional schools and companies under the direct leadership of our department, design the item and standard of education tuition and investment plan of basic education construction with other relative departments.
(V). To take charge of organizing the leader group of provincial institutions of higher learning and secondary professional schools, assist relative ministries of the central government adjusting and completing the leader group of institutions of higher learning in Anhui Province, assist the relative municipal government administrating the leader group of institutions of higher learning under the leadership of the local government.
(VI).To take charge of the party construction and mental and political work of the provincial institutions of higher learning and secondary professional schools, guideline the industry atmosphere construction of the education field in Anhui Province, plan and guide the work of moral education ,physical education, health and arts education and state defense education; assist relative departments organizing the unification of the provincial education field.
(VII). To take charge of the teaching staff work, organize and practice the conformation of various teaching certificates at different levels; make the whole plan of and guideline the employment of teaching and administrative working staff, guideline the reform of administration system inside school, take charge of the reform of logistics service socialization in provincial institutions of higher learning and secondary professional schools.
(VIII). To make the whole plan of and guideline the research on the subject of natural science, philosophy and sociology in the institution of higher learning; guideline on macro-level the work such as research and popularization of new hi-tech appliance, the appliance of science research achievements and the combination of “industry, science and research” in institutions of higher learning, harmonize and guide institutions of higher learning, practice national or provincial key programs of science research; be responsible for supervising and administrating the publishing materials of constitutions of higher learning and companies under the direct leadership of the department.
(IX). To Administrate the work of enrolling-student-examination related with diploma education in the whole province, design with relative departments the plan of enrolling students of institutions of higher learning and secondary professional schools and put them into practice, be responsible for the administration work of keeping study records of high and middle professional diploma education, administrate the reform work of graduates’ taking occupation system, design the policy with relative departments for graduates from institutions of higher learning and secondary professional schools taking occupation, organize and practice the work of career taking and guidance for graduates from institutions of higher learning and secondary professional schools.
(X). To administrate, harmonize and guideline foreign affairs work in education field; be responsible for the work of examine and approve people studying abroad and studying in Anhui Province, the work of education exchange between Anhui and Hong Kong, Macao special administrative government and Taiwan Area; be responsible for the communication work between Anhui and our national standing delegation in UNESCO, organize cooperation and exchange on the aspect of education, science research, culture and so on.
(XI). To be responsible for the administration work of language and words in the whole province, guideline the work of popularizing mandarin and mandarin testing
(XII). To plan the diploma work of the province; be responsible for organizing and practicing the national diploma system; carry out the routine work of Anhui Provincial governmental diploma commission.
(XIII). To administrate and guideline the association, foundation and other social organizations in education field.
(XIV). To take some other mission assigned by Anhui Provincial committee of CPC and the government.
